Overview

The Presidential Amnesty Programme offers scholarships to promote human capital development and support the reintegration of ex-agitators and qualified individuals from impacted Niger Delta communities by providing access to quality tertiary education.


Who should apply

Registered beneficiaries of the Presidential Amnesty Programme as ex-agitators or eligible individuals from impacted communities in the Niger Delta states (Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, and Rivers).


Eligibility

1. All applicants must be registered PAP beneficiaries, meet admission requirements, and be willing to comply with programme terms.

2. Undergraduate applicants must have a valid 2026 UTME result with the minimum required score and complete O'Level results; awaiting WAEC or NECO is not allowed.

3. Postgraduate applicants must have new admission into a Master's or Doctoral program, a bachelor's degree, and a valid NYSC certificate where applicable. 

4. Prior undergraduate beneficiaries seeking Master's sponsorship must have graduated with First Class or Second Class Upper Division.


Requirements

Applicants must maintain the prescribed minimum CGPA, observe good conduct, and comply with all PAP guidelines. Undergraduates must complete a mandatory one-year service in the Niger Delta after graduation. Required documents include a completed application form, O'Level results, 2026 UTME result (for undergraduates), LGA identification letter, birth certificate or age declaration, letter of admission (if available), and degree certificate or statement of result along with NYSC certificate (for postgraduates).
